Andy Napier (1959–2019)

Marvin “Andy” Napier died on November 25, 2019 while in the custody of the Clinton County Sheriff’s Office. In the minutes leading up to his death, witnesses reported that Andy was experiencing a medical emergency—telling others he could not breathe.

Officials involved in the incident denied using force such as kicking, punching, or deploying a taser. However, graphic photographs taken shortly before his death reportedly show significant head injuries and blood. Accounts from witnesses and statements attributed to at least one officer have raised further questions about what occurred during Andy’s final moments.

Outside review of the available evidence has also fueled ongoing concern. A forensic scientist who reviewed information related to the case reportedly disputed key parts of the official narrative and raised questions about where and how Andy’s injuries occurred. Questions have also been raised about the scope of forensic follow-up— particularly around blood pattern evidence.

Andy’s death was ruled a drug-induced heart attack by the Montgomery County Coroner’s Office (MCCO). His family and supporters continue to dispute that conclusion and are calling for transparency, independent review, and accountability.
